REGIONAL RESPONSIBILITIES OF DUTIES (THE CANADIAN FAMILY MODEL)

Each region gets constitutional‑level responsibilities that reflect its identity, strengths, and role in the federation.

This is not symbolic — these are operational duties.

QUEBEC — LANGUAGE, CULTURE, CIVILIZATION

Core Duties:

  • Stewardship of the French language
  • Protection and promotion of French‑Canadian culture
  • Custodianship of civil law tradition
  • Leadership in arts, media, and cultural institutions
  • Co‑governance of the Central Corridor (Ontario–Quebec spine)
  • Anchor of Atlantic access and St. Lawrence logistics

Why:
Quebec is the cultural and linguistic anchor of the federation.

ONTARIO — POPULATION, INDUSTRY, FINANCE

Core Duties:

  • Stewardship of the manufacturing heartland
  • Leadership in finance, banking, and capital markets
  • Custodianship of national mobility (HSR spine)
  • Co‑governance of the Central Corridor
  • Anchor of national regulatory harmonization
  • Integration of immigration and workforce pipelines

Why:
Ontario is the demographic and industrial engine.

PRAIRIES (ALBERTA, SASKATCHEWAN, MANITOBA) — ENERGY, FOOD, RESOURCES

Core Duties:

  • Stewardship of oil, gas, pipelines, and petrochemicals
  • Leadership in agriculture and food security
  • Custodianship of critical minerals and value‑added processing
  • Co‑governance of the West Corridor
  • Anchor of SMR deployment
  • Integration with Arctic supply chains

Why:
The Prairies are the energy and food backbone.

BRITISH COLUMBIA — PACIFIC GATEWAY

Core Duties:

  • Stewardship of Pacific ports and Indo‑Pacific trade
  • Custodianship of coastal infrastructure and fisheries
  • Co‑governance of the West Corridor
  • Anchor of Pacific–Arctic logistics
  • Leadership in Indigenous coastal partnerships

Why:
BC is Canada’s Pacific front door.

ATLANTIC CANADA — OCEAN, SHIPBUILDING, ENERGY EXPORTS

Core Duties:

  • Stewardship of Atlantic ports and shipyards
  • Custodianship of fisheries and ocean resources
  • Co‑governance of the Atlantic Corridor
  • Leadership in energy export diversification
  • Anchor of North Atlantic logistics

Why:
The Atlantic is Canada’s maritime and naval foundation.

THE NORTH (YUKON, NWT, NUNAVUT) — SOVEREIGNTY, ARCTIC CIVILIZATION

Core Duties:

  • Stewardship of Arctic sovereignty
  • Custodianship of northern communities and cultures
  • Co‑governance of the Arctic Corridor
  • Leadership in Arctic logistics, food security, and SMR deployment
  • Anchor of defence depth and northern presence

Why:
The North is Canada’s strategic frontier.

2. CORRIDOR RESPONSIBILITIES OF DUTIES

Each corridor becomes a constitutional actor with defined duties.

WEST CORRIDOR — ENERGY & EXPORTS

Duties:

  • Maintain twin oil + gas pipelines
  • Maintain twin‑track rail
  • Maintain Pacific ports
  • Maintain Arctic extension
  • Ensure Indigenous co‑governance
  • Ensure throughput and cost efficiency
  • Ensure industrial clusters (petrochemicals, batteries)

CENTRAL CORRIDOR — MOBILITY & MANUFACTURING

Duties:

  • Maintain HSR spine
  • Maintain electrified freight rail
  • Maintain feedstock pipelines
  • Maintain SMR industrial parks
  • Ensure housing tied to transit
  • Ensure Indigenous co‑governance

ATLANTIC CORRIDOR — OCEAN & ENERGY EXPORTS

Duties:

  • Maintain East‑West pipeline
  • Maintain shipyards
  • Maintain deepwater ports
  • Maintain fisheries + food security hubs
  • Ensure Indigenous co‑governance

ARCTIC CORRIDOR — SOVEREIGNTY & DEFENCE

Duties:

  • Maintain 6 primary + 1 redundant Arctic hub
  • Maintain northern pipelines
  • Maintain SMR‑powered bases
  • Maintain icebreaker fleet
  • Maintain ISR + radar networks
  • Ensure Indigenous co‑governance

3. HOW THESE RESPONSIBILITIES FIT INTO THE CANADA 2100 OPERATING CHARTER

Add a new article:

ARTICLE XI — REGIONAL RESPONSIBILITIES OF DUTIES

  1. Each region of Canada shall hold constitutional‑level responsibilities reflecting its identity, strengths, and role in the federation.
  2. Quebec shall steward the French language, culture, and civil law tradition.
  3. Ontario shall steward national mobility, manufacturing, and finance.
  4. The Prairies shall steward energy, food security, and resource processing.
  5. British Columbia shall steward Pacific trade and coastal infrastructure.
  6. Atlantic Canada shall steward shipbuilding, fisheries, and ocean logistics.
  7. The North shall steward Arctic sovereignty, logistics, and northern communities.
  8. Each region shall co‑govern its corresponding corridor.
  9. These responsibilities shall be exercised in partnership with Indigenous nations.
