  3. Corridor Authority takeover at 12 months
  4. NPPA reassigns contractors
  5. NICOM escalates to PMO

4. INDIGENOUS CO‑GOVERNANCE DIRECTIVE

Directive 004 — Indigenous Partnership Integration

All federal departments, Corridor Authorities, SNAC, NPPA

Directive:
Indigenous nations shall be integrated as co‑governors, not stakeholders.

Requirements:

  • Co‑decision authority on routing, siting, stewardship
  • Equity participation in major projects
  • Indigenous Workforce Agreements
  • Indigenous monitoring and stewardship roles
  • Indigenous representation on all corridor boards

Quarterly reports required.

This document outlines:

  • SMR industrial clusters
  • Petrochemical clusters
  • Battery + critical minerals clusters
  • Shipbuilding clusters
  • Arctic logistics clusters
  • Manufacturing renaissance in Central Corridor

It sets:

  • 25‑year industrial targets
  • Workforce requirements
  • Capital requirements
  • Corridor integration requirements

This is the industrial backbone of the Canada 2100 system.

7. NATIONAL HOUSING & WORKFORCE ALIGNMENT DIRECTIVE

Directive 006 — Housing Capacity & Immigration Alignment

Workforce & Immigration Ministry, Housing Ministry, Corridor Authorities

Directive:
Immigration levels must align with:

  • Corridor labour demand
  • Regional responsibilities

Document 002 — National Sovereignty Review

The PM must table an annual report covering:

  • Arctic sovereignty
  • Energy sovereignty
  • Industrial sovereignty
  • Fiscal sovereignty
  • Corridor performance
  • Indigenous co‑governance
  • Build‑Immediately compliance
  • National capability metrics

This is the accountability mechanism of the system.

9. NATIONAL INFRASTRUCTURE COMMAND PROTOCOL

Document 003 — NICOM Operating Protocol

NICOM must:

  • Maintain real‑time national dashboard
  • Issue weekly risk bulletins
  • Coordinate interdependencies
  • Escalate delays
  • Support crisis response
  • Provide quarterly national infrastructure risk assessments

NICOM is the nerve centre of the system.
